German Underground and Maquis The most important operation that we can undertake at the present time in our PW against Germany is the organization in that country of a large-scale revolutionary underground movement. Our intelligence indicates that the time is now ripe for such a movement. German hopes of victory are fading, and morale is deteriorating. Separate nuclei of resistance are springing up spontaneously. ... If we are completely successful in organizing the various forces of opposition into a single powerful underground, it will result in the political and military collapse of the Nazis and the end of the European war. A long range MO program dependent primarily on broadcasts, rumors, and the like, may be expected to foster confusion and defeatism but it does not seem to be a feasible way of promoting active resistance. If MO is to succeed in fostering and organizing resistance in Germany, it must do so by way of direct penetration of Germany. The prospects for a program of penetration are admittedly poor. We think of the Kitsch Campaign as being primarily a rumor campaign aimed at the morale of occupation troops in Western Europe, with home front morale as a secondary target. The idea is to encourage the belief that enlisted men in the Wehrmacht are forming small revolutionary committees on the 1918 pattern. Two results are anticipated: the reiteration of this idea, presented in convincingly circumstantial form, will lead to the actual formation of the committees; or, failing this, the rumored existence of the committees will at the very least have a demoralizing effect on enlisted men and officers alike. The idea further occured to us that the Kitsch Campaign (merely a convenient designation of a propsed series of rumors to be fed to the field over a period of time) might be most effectively implemented by planting leaflets and other documentary "evidence" of Soldatenkomitteen activity in occupied territory - membership cards, printed proclamations, partially destroyed "letters" from members on one front to those on another, or from sympathizers on the home front, a column of Soldatenkomittee "news" in various French, Flemish and Dutch underground papers. 110 predicts the formation of several centers of German maquis resistance: Bavaria and Austria, the Harz Mountains, the Black and Thuringen Forests. He also believes that every large German city will be made into a center of resistance. Indeed, it is generally agreed in informed quarters that a German maquis on a considerable scale is in preparation. The clear lesson to be drawn from the French resistance movement is that no prolonged maquis resistance is possible unless the population as a whole supports such a movement. Hitler Youth The purpose of this program is to increase the strength and effectiveness of opposition groups now existing within Germany among the younger generation. These groups have members ranging in age from 8 to 25, roughly speaking, but those from 16 to 20 are most likely to respond to programs such as that presented here. Only groups having some definite form - Edelweiss - Piraten, Anker, Hambigo - are likely to serve the purpose; for relatively unorganized groups a different program (Primrose) is separately submitted. A partial list of the activities already engaged in by the Backdoor groups will serve to make the object we hope to further more clear: unauthorized "hiking" (Wandern) and camping out; i.e. open defiance of State Youth Service Regulations, printing of illegal leaflets and pamphlets, subversive propaganda; attacks on Hitler Youth leaders, oftentimes resulting in death or serious injury; coining of jokes, slogans, nicknames, rumors, etc. casting discredit on the State Youth Service and its adherents; spreading of ideologies of vaguely democratic and pacifistic character, sponsorship of individualism; praise of German youth movements as they existed before Hitler's seizure of power, and efforts to re-establish certain aspects of them; stress on the necessary autonomy of German youth activities, with consequent resistance to Nazi regimentation and control from above. The proposed method is black broadcasting, for the stress on youth movement autonomy noted above makes it highly unlikely that white broadcasting will be received any more favorably than is Nazi indoctrination. Like the old German youth movements, the Backdoor groups are rebelling against directon and control from above, hence the most effective means of increasing their scope of action will be those which appear to arise out of Backdoor spontaneity and self direction. Moreover, the romantic appeal of the illicit and forbidden will find strong response among youngsters whose whole bent is toward the romantic, adventurous, wild and daringly defiant. The purpose of this program is to arouse and /or accentuate opposition to the Hitler Youth (HJ) and the League of German Girls (BDM), together with their young People's (JV) auxiliaries. The potential opposition is to be found among the parental generation, particularly that portion which is relatively conservative in its religious and social views. ... The proposed method is black broadcasting, ostensibly coming from an unauthorized sender set up by certain Hitler Youth groups which are unwilling to let the backdoor groups (see Backdoor program) have all the fun and glory of running a program of their own. Cover, then, is merely that these Hitler Youth have heard the Backdoor broadcasts and undertake to answer them on their own responsibility. ... Swinging into the subject matter, proper, they engage in an elaborate refutation of the backdoor charge that the HJ is wholly controlled from above, but the unskillful nature of the refutation goes to prove the Backdoor assertions. Moreover, by listing and detailing the ways in which the HJ successfully fights Backdoor, they provide evidence that Backdoor really is a widespread and effective organization. The main theme, howver, is HJ fanaticism with the gloves off. They seize the opportunity to tell Noergler, Miesmacher and Ewiggestrigen what the HJ really represents: loyalty to the Fuhrer, so overdone as to be clearly blasphemous to anyone possessing a trace of religious orthodoxy; race hatred, expressed with ferocity, and revelling in atrocities of which many Germans have had no knowledge or which they have refused to believe; exhortation to reproduction regardless of considerations of legitimacy, etc., couched in terms of juvenile grossness repellent to all but the most thoroughly indoctrinated; boasting about the exalted posts held in the SS, the Wehrmacht, and the Volkssturm by the HJ, plus tales of their heroic self-sacrifices which make it apparent that many of them have what amounts to suicidal obsessions; detailing of plans for going underground which are so irresponsible that any cautious German can see that if he aids the HJ by even giving shelter he will himself inevitably be caught and tried by the Allies... The purpose of this program is to undermine the morale of the German younger generation, particularly with regard to willingness to participate actively in Nazi Youth activities. A secondary purpose is the encouragement of relatively unorganized gangs of rebellious youngsters in their current attacks on the Hitler Youth (HJ) and the League of German Girls (BDM). These gangs should be distinguished from the groups dealt with in the Backdoor program, for the gangs or Primrose groups, as they will be termed hereafter, have so little continuity of program or leadership that they cannot with any plausibility be represented as carrying out elaborate and sustained broadcasts, etc. If the Primroses know that they are feared, however, they may be encouraged in their "wild" attacks. As matters now stand, they already behave in the following ways: street-corner brawling with Hitler Youth, both leaders and rank-and-file, frequently leading to slashings and stabbings; jeering, calling obscene names, and otherwise spreading "dirt". The BDM, for example, is often hermed the Bund deutscher Matratze, Bund daemlicher Miesenicke, and the like; breaking into "nests", "small homes", and hostels, and carrying out thieving and vandalism; sabotaging HJ and BDM meetings by inattention contradiction, scuffling, and willful misunderstanding; general intimidation of parents and youngsters concerning what will happen to the youngsters if they continue to function actively in Nazi youth organizations; wearing of bizarre costume, long hair, and so on as direct defiance of the aggressive masculinity of the Hitler Youth; increasing general demoralization by sexual excesses and other Verwahrlosung.
If we decide to put on Backdoor, this could follow, but it might detract from the effectiveness of the former. It would probably be better to follow Backdoor with Fiddle (the "straight" HJ program in competition with Backdoor) and then follow Fiddle with Primrose.

Wolfi was very proud that he was allowed to fight for the Fuhrer, but he wept because his birthday cake was not ready; his 12th birthday being next week. I am only 10 and could not go with him. But the teacher said that probably after Christmas the 5th and 4th class (that is my class) will be sent into camp. Mother wept very much when Wolfi went away. All boys over 14 are scheduled to go to training camps. Many boys between 12-16 are already working on fortifications. The youngsters receive training in guerrilla warfare, especially streetfighting and anti-tank fighting. A great propaganda for partisan-warfare is carried on among the Hitler Youth. All schools equivalent to the American Senior High School are closed; in Baden, all schools have been closed. ... The Nazis going underground during the occupation will try to keep the youth organizations alive. A conflict between the participation in a secret organization and normal family life is inevitable. Mothers dislike to see their boys spending hours outside the home. Allegiance to the organization diminishes allegiance to the mothers. German women are interested almost exclusively in the security and well-being of their own families. Given the opportunity to have either through their own labor or that of their menfolk, a roof over their heads, the daily bread for themselves and their loved ones, whether Germany owns Danzig or acaquired "Lebensraum" in the East is a matter of little or no concern to them. Campaign Against Hitler It has been agreed by the various German experts of OSS that the time is now ripe for an intensive MO campaign against Hitler. The aim of the campaign is to undermine German respect for Hitler and to widen the cleavage between him and other power elements in Germany. To achieve this goal, certain main lines of attack have been decided upon. These lines of attack follow, and under each is listed a series of implementing ideas. MO will undertake to spread these ideas through rumors and through other concrete operations suggested in the appendix. [appendix not found]
To destroy the Hitler myth and bring der Fuhrer down to the level of an ordinary party leader. ... Hitler is terrified by air-raids and has, therefore, never visited an area which has just been bombed and is apt to be bombed again. Hitler rejects pleas from Goebbels that he visit areas devastated by Allied raids. He does not have the courage to face the people. A Parisian connoisseur, after seeing Hitler's collection of pornographic pictures, stated that it was the best in Europe.
To picture Hitler as utterly unsympathetic toward the loss of life and the suffering of the individual German. ... Hitler believes that air-raids are racially beneficial because they weed out the incompetants who cannot save themselves and the biological weaklings who break under the strain. Hitler knew that the British and American air-raids were coming, but refused to make effective preparations because he believed that suffering from air-raids would sitffen the morake of the home front. Hitler has ordered that air-raid victims who have been maimed and crippled be done away with by euthanasia. Also, old people who cannot stand the shock of air-raids and make a public nuisance of themselves.
To spread the view that Hitler has gone insane. ... Hitler's creeping paralysis ("progressive paralyze") due to syphilitic infection in the last war has now reached his speaking organs and his brain. When der Fuhrer tried to rehearse a recent speech, it was discovered that he could not control his voice. Neither could he keep to the prepared text, but went off into wild and incoherent ramblings. Hitler raves taht he will take a plane and follow Hess to England to argue the British out of the war. He is being closely guarded and will not be given access to a plane while his mind is still unbalanced. Hitler hears voices every night and insists that Roehm is talking to him. Hitler's insanity is now in the catatonic phase - he sits and stares all day long and has to be fed forcibly. Dr. Jung, the Swiss psychiatrist, has washed his hands of Hitler's case. The insulin shock treatment for insanity is being used on Hitler in order to restore his mind sufficiently so that he can make a speech.
To spread the view that Hitler himself has completely lost faith in German victory. ... Hitler grew furious when he read Roosevelt's note requesting neutral governments not to give asylum to Nazi leaders. Roosevelt apparently knew that HItler and Giering were negotiating with both Spain and Turkey at the time.
To persuade left-wing National Socialists that Hitler has betrayed the socialist line. ... Hitler agreed with the industrialists to use foreign laborers in Germany as a weapon to break the power of German labor and reduce their standard of living.
To spread the view that the Army and the industrialists have sold Germany down the river, and to create a demand that Hitler be given absolute and complete control of the German military and economic machine. It is the timorous Junker generals, not Hitler, who made the collossal strategic errors, and are still doing so. If the generals had not refused to invade England in 1940 when Hitler wanted to, the war would now be over. Likewise, Russia would now be shattered if the generals had not got cold feet in the drive to Moscow. Let the Fuhrer run the war, not the monocled, spiritless generals.
MO Campaign Against Hitler, Sept. 6, 1943Hitler speaks to the German people by radio from a monastary in Bavaria, over a temporarily rigged transmitter. The speech is preceded by spaced announcements, similar to those preceding the Beck broadcasts. Hitler tells the people that: 1) The war has not been lost. 2) His representatives have been meeting with Churchill, Stalin, Roosevelt. 3) His trusted advisers tell him that military victory is not possible, that Germany will be destroyed if it does not surrender, and that his continuing the war will destroy Germany. 4) As the "greatest German" he cannot watch the destruction of the Reich, nor can he permit it to unconditionally surrender. 5) Therefore, in order to save Germany for its future great mission he orders his commanders, soldiers and workers to lay down their arms and drop their tools. 6) The fight for a greater Germany and National Socialist ideals must and will continue. 7) He thanks his commanders, soldiers and workers for their fight and for their loyalty to him. 8) He takes leave of his people. Campaign Against Evacuating Civilians The fight for the scarce consumer goods and the increase of spying and terror have more than ever turned individual against individual; the evacuation of border regions and of the bombed-outs have turned the inhabitants of the interior against the population of the borders; Party encouragement, and the habits of behavior learned from years of undisciplined terror in occupied countries, have turned the German Army within the borders against the population. ... Awareness of the impossible living and traveling conditions which await the evacuees in the interior of Germany has created a great deal of resistance among the border populations to the evacuation ordered by the authorities. Their information mainly derives from rumors spread by returning evacuees, who found conditions so intolerable in the interior that they preferred to face the annihilating bombing and the threat of invasion in the areas near the front. The purpose of this plan is to increase the confusion within Germany caused by the forced migration of evacuees and refugees. You will recall our cable #6604 suggesting that it would serve a military as well as a political purpose to induce German evacuees to head for Munich and Berchtesgaden. All civilian travel restrictions are cancelled for German residents of the Gau Moselland. Black List (Poison Pen) Campaign In connection with MO's Black List Campaign, it is suggested that Committee members would find an article in the current number of the Saturday Evening Post extremely instructive. The piece is called "Hang the Fuhrers," by Burnet Hershey, and is concerned with the elaborately detailed files kept by the Polish government-in-exile on more than 4000 German war criminals. The article also confirms a rumor which PWS sent to MO several weeks ago to the effect that Nazis in occupied countries are now collecting "good conduct letters" from civilians, against "the day of reckoning." For some time past, it has been the regular emphasis of both B.B.C. and O.W.I. broadcasts to Germany, to stress the United Nations policy which opposes indiscriminate reprisals in favor of the punishment of specified war criminals. Implicit in these declarations is the existence of a black list of those who will be held accountable on the day of Germany's defeat. I have spoken to members of the Planning Staff and R. and A. regarding the extent to which German leaders know of this black list. They all agree that it is probably widely held public information in Germany. Das Schwarze Corps is conducting a campaign under the slogan "Unfreiwillige vor" (Here are the non-volunteers) denouncing with name and address those people who, in its opinion, are not occupied in essential war work or are not behaving patriotically enough and should be "made available for a more useful occupation." Other Rumors and Leaflets The objective is to create disunity and suspicion within Germany and between her sympathizers by circulating rumors to the effect that German peace proposals have been advanced by conservative elements, that the effectuation of these plans would involve the liquidation of Nazi extremists, that von Moltke, von Papen and Thomsen are the agents who have been undertaking negotiations; and that von Moltke's negotiations were uncovered by Suner, who informed the Gestapo, and that von Moltke was poisoned by Himmler in an effort to prevent the fruition of these negotiations. Von Moltke death reported week ago of acute appendicitis. Launch immediately whispering campaign that death not from natural causes - rather assassination by Gestapo. The pamphlet explains itself. It purports to be an instructive leaflet issued by the German Health Ministry on the methods of treating psychic impotence resulting from air attack. The treatment urged consists of total abstention from work and other activities for periods ranging from three to nine days. The reader is told that party officials have orders from higher up to grant leaves (from work) for this purpose. The pamphlet is designed to have two effects: 1. To add to the general fear of air raids by suggesting another unpleasant consequence of such raids, and (much more important) 2. The general thought is to insinuate into the minds of the German people a realization that the "Herrenvolk" doctrine is realistically a hoax, in that it is a guise and device employed by the party leaders, playing upon basic German self-esteem, to make the mass population feel that they indeed are the B.P.O.E. (not necessarily "Elks" but of course "the best people on Earth"). Demonstrate that, stripped of all hypocracy, it is the party leaders themselves, and them alone, whom those same party leaders privately consider to be the Herrenvolk, and not the German people in the mass. To increase and strengthen the expressed desire of the German people for a quick end to the war and a return to normal family life. a. By making use of the folk and religious ideas centering arounde the Advent Season and Christmas as carriers of subversive ideas. b. By playing upon the heightened sentiments that focus on the home and family life during this season. c. By stressing the possibility of normal life in "other times", thus reducing the resistance to the idea of change and strengthening the desire for peace. d. By pointing out in the action of the broadcasts that the Christian outlook is a condemnation of the Nazi way of life and provides a focal point for unified action that can lead out of the war into a constructive peace. Nazis use technique associated with what might properly be called "magic" in the sense of superhuman control by the magician (Fuehrer) over natural causation. This technique conceals causal relationships (the use of streamlined nouns is particularly easy and effective in public speeches); Frequent use of the passive voice for any action involving man; A grammar purposely confused to create ambiguity; Encouragement of the use of various technical or esoteric "lingos" in order that various groups may find it hard to communicate with one another. German Counterfeiting If possible the Treasury Department would like to have samples of the work of the counterfeiters. The Secret Service fears an eventual flood of counterfeit American money. United States Secret Service Inquiry, October 13, 1942
It is a well known fact that increase in money in circulation and hence in purchasing power contributes to inflation. In view of this it is suggested that the Bureau of Printing and Engraving or some other suitable agency prepare a great quantity of counterfeit German paper currency. This counterfeit currency should be so perfect as to paper, engraving and all other characteristics that experts could not distinguish it from bona fide German issues. The currency should be patterned after the latest type found on German prisoners. On every bombing mission large volumes of this counterfeit currency would be dropped over cities and other heavily populated areas. The currency should be crumpled and treated to look as if it has been in circulation for some time. If this procedure were carried out systematically, it would result in a spending spree that would cause great confusion. The only remedy for the Germans would be to recall outstanding issues and provide new currency. This would be a formidable operation and could not be efficiently carried out in time to prevent important repercussions from the sudden appearance of the new money. According to a Reuter dispatch in the New York Times of May 19th, the Mohne Dam, one of the two German dams broken by the RAF raid on May 16th, is the biggest source of water supply for industrial and domestic purposes in the Ruhr. ...
